Planning to study in Germany? Identify your study route and the responsible German mission before preparing your visa. This guide explains the common steps and the different documents, appointments, translations and insurance requirements for Morocco, Tunisia, Egypt and Syria.
Part 1 of 16
🌍 Why these countries?
The guide covers Morocco, Tunisia, Egypt and Syria; Algeria has a separate guide. Wissenschaft weltoffen kompakt 2026 reports 11,639 international students from Syria, 8,704 from Egypt, 7,866 from Morocco and 7,321 from Tunisia in Germany in the 2024/2025 academic year. These are enrolled students, not visa applications. They help identify the guide's audience and do not establish a visa-demand ranking.

🎓 Which study route should you choose?
For long-term study, nationals of these four countries generally apply for a national category D visa before travelling, then complete the study residence-permit procedure in Germany. The responsible mission depends on your usual residence; living in another country can change where you apply.
Distinguish university study with admission, preparation linked to study, and seeking a university place. Preparation can include a language course or a Studienkolleg ending in the Feststellungsprüfung assessment. An independent language course is a separate category; do not select it automatically when your ultimate purpose is university study.
A study-place-seeking visa is not university admission. It allows up to nine months under its conditions and cannot be extended for the same purpose. Once admitted, consult the foreigners authority about changing to a study residence permit. Do not automatically use an admitted student's funding checklist. Doctoral applicants must check their admission, funding and any employment contract to identify the appropriate category.

Choose your subject, degree and teaching language; consult the programme's own university page.
2
Check your qualifications and whether a Studienkolleg or previous university study is required. DAAD's undergraduate admission database is guidance; the university makes the final decision.
3
Check programme deadlines, language requirements, fees and whether to apply directly or through uni-assist. There is no single deadline for every programme.
4
Keep the complete admission letter, its conditions, start date and enrolment deadline. For conditional admission, provide evidence of meeting the condition or registering for the required preparation.
5
Ask the university in writing about late arrival if your visa appointment falls after the semester starts.
Qualification-specific points
Morocco
the Baccalauréat alone generally does not provide direct bachelor's entry; uni-assist explains the Studienkolleg and assessment route. Prepare the certificate and grades, all available university results, and classes préparatoires transcripts when applicable. Do not assume a Licence Professionnelle automatically qualifies for a master's.
Tunisia
a Baccalauréat issued in English or German must also be accompanied by the original Arabic certificate. Private-university graduates need the Tunisian Ministry of Higher Education's equivalence certificate under uni-assist's instructions; include preparatory-class transcripts where applicable.
Egypt
private-school, Al-Azhar and Nile International Education qualifications have specific rules, with ZAB assessment in certain cases. Private-university graduates check accreditation of both the institution and programme with the Supreme Council of Universities. If the programme is not listed or graduation was more than five years ago, uni-assist requires an equivalence certificate from the Ministry of Higher Education and Scientific Research. Do not generalise the one- or two-year university-study rules to every Egyptian certificate.
Syria
a two-year Technical Diploma alone does not provide German university or Studienkolleg entry under uni-assist's guidance. Other qualifications must be evaluated.
Check your programme's application route first; not every institution or programme uses uni-assist.
Create a My assist account and select the university, programme or VPD request specified by the university.
Upload complete certificates and transcripts in their original language, with the required translations and country-specific documents.
Pay the required fee, submit the application, and monitor messages and document status.
If the university requires a VPD, this is a preliminary evaluation of qualifications and grades, not admission. After receiving it, you must apply to the university yourself, attaching the VPD and remaining documents before its deadline.
The VPD is issued for the selected university, remains valid for one year from issue, and usually takes 4–6 weeks to process. Apply early: uni-assist recommends roughly eight weeks before the deadline where possible.
Published fees are €75 for the first chosen programme in a semester and €30 for each additional programme in that semester, including the VPD route. Some universities cover applicants' fees, as shown in My assist. These are assessment fees, separate from visa fees and tuition.
Record the programme's accepted examination, minimum result and certificate deadline.
2
Compare these with the mission's visa checklist, including the certificate's maximum age.
3
Choose a centre from the examination provider's official website; check registration, fees and result-release dates before booking.
4
Allow time to receive the result and submit it as required to the university, uni-assist and consular portal.
5
For conditional admission, prepare the course registration, level, weekly hours, start date and payment evidence when required.
Course or examination registration, attendance and passing certificates are different documents. Do not replace a passing certificate with a booking receipt unless the receiving authority expressly accepts it.
For English-taught programmes, previous studies in English do not automatically exempt you from IELTS or TOEFL. Some universities accept proof of the previous teaching language; others require an examination. Check both the programme and the mission independently.

💶 How do you arrange funding and budget?
The published 2026 reference for a student is €11,904 for one year, equivalent to €992 monthly. Recheck the mission's checklist before transferring funds. Accepted routes depend on your case: a blocked account, a formal Verpflichtungserklärung commitment, or an eligible scholarship.
A blocked account is not an ordinary bank account or merely an opening request. Obtain official confirmation showing the money actually deposited and the monthly accessible amount. A formal commitment is issued by the competent German authority; an ordinary family letter does not replace it. A scholarship letter must state its amount and duration; ask how to cover any shortfall for partial funding.
Budget separately for translations, certification, examinations, application fees, insurance, travel, accommodation and deposits, and university charges. Proof of living costs does not establish payment of tuition.
What if you are seeking a place without admission?
Do not automatically use the admitted-student amount. The missions' published funding instructions differ for this route, so this guide does not prescribe one deposit for all four countries.
1
Select the correct study/study-place-seeking category and distinguish admission from an examination invitation.
2
Read your responsible mission's funding section specifically for seeking a place.
3
If the amount or funded duration is unclear or inconsistent, use the mission's official contact channel to request written confirmation of the total deposit, monthly accessible sum and required number of months.
4
State your residence country, intended duration and admission or examination-invitation status. Match the confirmed requirements to the blocked-account certificate.
Suggested enquiry: “I live in … and am applying to seek a university place for … months. I hold … . What total and monthly funding is required, and which proof is accepted?”
A practical organisation is to separate identity, admission, qualifications, language, funding, insurance, forms and correspondence. This is an organising method, not an additional embassy checklist.
Keep originals, the locally required paper copies, and clear scans of each document and translation. Match names, dates of birth and passport numbers across admission, application, account and insurance. Prepare a chronological CV explaining study, employment and gaps, plus a motivation letter reflecting your actual subject and plans.
The visa's minimum language level is not the university's admission level. A programme may require a higher level or specific test; course registration is not proof of passing.
Monitor your own email and all expiry dates. Follow each portal's file limits and upload fields; online submission does not replace attendance when required. The §54 declaration mentioned in some checklists concerns correct information and the consequences of misleading statements: download and sign the form required by your mission.

🇲🇦 What applies to students resident in Morocco?
Application, appointment and fee
Rabat accepts digital applications for study and seeking a place, followed by completeness review and appointment allocation. Registrations made before 3 August 2025 have transitional instructions; do not register again without checking them. Scholarship holders and doctoral applicants have a direct TLScontact appointment route under the embassy's instructions. Bring all originals and one copy.
The fee is €75, payable in Moroccan dirhams. Usual processing is 6–8 weeks but may take longer; this is separate from appointment waiting time. Consult the official waiting-time page.
Local checklist
Valid passport with two blank pages
completed, printed, signed VIDEX
two biometric photographs measuring 35×45 mm, one attached to the form and the second loose
University or Studienkolleg admission, plus available university results.
CV, self-written motivation letter signed by hand, and study questionnaire.
German B1 under the checklist, using a recognised certificate no older than 12 months; IELTS or TOEFL is listed for English-taught studies. Check the programme's own requirement.
Funding and insurance for the period before student insurance starts, without an exclusion for long-term residence.
Preparatory-course evidence, assessment success and applicable fee-payment evidence for the relevant case.
For an admitted student: €11,904 yearly and €992 monthly. For seeking a place, use the confirmation procedure in the funding section before opening or funding the account. Scholarship holders provide a letter specifying the amount and the funding-increase declaration linked by the embassy.
Certification and translation
Distinguish certified copies, translations and legalisation. The receiving authority determines what is needed. The August 2026 notice describes Moroccan preliminary authentication according to document type, followed by the Moroccan Foreign Ministry and German legalisation through the specified TLScontact route in Rabat. Do not apply civil-status-document procedures automatically to educational certificates without confirming requirements.
Where translation is needed for legalisation, prepare it after Moroccan preliminary authentication, including the stamps and confirmation that it was made from the original. Check the university's and portal's accepted translation language before commissioning it.

Study procedures in Rabat — rabat.diplo.de/ma-fr/service/visa-einreise/2732202-2732202
The current general page permits digital study and preparatory applications, although older checklists still mention waiting lists. Students with scholarships funded by German or European public funds have a direct TLScontact route. Standard fees are €75, or €37.50 under 18, payable in Tunisian dinars in cash, with eligible scholarship exemptions. Processing may take up to three months depending on the purpose and file.
Since February 2023, the embassy accepts a blocked account in Germany, not one blocked in Tunisia.
Direct study
For a paper VIDEX application, the general page instructs applicants to print and sign two copies; for digital applications follow the portal and appointment instructions.
Prepare originals and one readable copy, German translations, the application and §54 declaration, a passport valid for at least six months with a copy of page 2, and three biometric photographs. Include motivation, unconditional admission, language evidence—DSH or TestDaF for German; IELTS, TOEFL or other proof accepted by the checklist for English—and qualifications, transcripts and required authentication. The Baccalauréat requires Education Ministry and Foreign Ministry authentication; university documents go through the competent higher-education authority. Funding is €11,904; private insurance covers 90 days from arrival before enrolment where this checklist applies.
Preparatory study
Provide conditional admission, an appropriate application confirmation or equivalent faculty correspondence, and a motivation letter of no more than one page. A preparatory German course must offer at least 20 weekly hours, build on your achieved level, and be accompanied by recognised A2 evidence. Its start should be no earlier than two months after visa submission.
Insurance must cover the entire visa validity, generally six months. An annual policy limiting each stay to 90 days is insufficient.
Publicly funded scholarships
Provide scholarship evidence, university confirmation, application, passport and copy, three photographs, originals and one copy, and German translations. Insurance must cover the whole stay without a 90-day limit. Use the current appointment route on the general page instead of old waiting-list wording.
Legalisation
Educational-certificate legalisation is again available. Submit Arabic or French originals, preliminarily authenticated by the competent Tunisian authorities and Foreign Ministry, through the specified TLScontact route. German translation is not required for the legalisation appointment itself, but is required for the visa file under its checklist. The receiving authority determines whether legalisation is necessary.
The Foreign Ministry stamp must be in French. QR-code documents without a signature have a different consular-attestation route; do not apply the standard process automatically. Published legalisation fees are €36 per document plus provider charges.

Current national-visa page — tunis.diplo.de/tn-fr/service/05-visaeinreise/1672716-1672716?isLocal=false&isPreview=false
Cairo's current instructions direct study applications to TLScontact. Use the embassy's official link. The fee is €75 for adults and €37.50 for minors, payable in Egyptian pounds in cash, separately from applicable provider fees.
Local checklist
Bring originals and one single-sided A4 copy, without staples; application, legal declarations and contact details; a signed passport issued within ten years with two blank pages, valid at least three months beyond the requested visa's expiry; copies of the data page, page 3 and required visas; two biometric photographs, no more than six months old, with a white background and no digital editing.
Prepare signed CV and motivation, latest qualification and grades, admission and start date, language and preparation evidence where applicable, official funding proof, and insurance valid throughout Schengen with at least €30,000 cover and without rejected exclusions.
The checklist specifies recognised German B1 proof. For English-taught study, a university statement of the teaching language is sufficient under that text, though additional German-course registration may be requested. Check admission requirements separately.
Funding is €11,904 and €992 monthly, with proof of actual deposit. Alternatives listed include an eligible German or Egyptian government scholarship and an official commitment covering the studies. The study checklist gives 4–5 weeks; the current general page gives at least four weeks, with processing potentially lasting weeks or months. The study-entry date cannot precede the start by more than two weeks under the checklist.
Translation and legalisation
General application instructions allow German or English translations by recognised translators. Legalisation of Arabic documents is a distinct procedure requiring German translation. Submit originals with Egyptian Foreign Ministry authentication no older than one year under current instructions, using the specified TLScontact service. Published fees are €31 per document plus a stated €5 provider charge; check the local-currency amount when paying.
Minors
Where both parents do not apply and travel with the child together, provide parental or legal-guardian consent under the embassy's instructions, using its attached form. The current national-visa page specifies fingerprint collection from age six since September 2026.

🇸🇾 Where do Syrian students apply?
Usual residence, not nationality alone, determines the starting point. Since 1 June 2026, people usually resident in Syria apply for national visas in Amman, Beirut or Erbil. Appointments assigned by 31 May have transitional arrangements; an unassigned waiting-list registration does not transfer automatically. Those living in another country for at least six months with a valid residence permit apply to the responsible mission there.
Check whether you can enter the appointment country separately: an embassy appointment is not an entry or transit permit.
Beirut
Study applications are digital. If Syria is not offered, follow the instructions selecting Lebanon and the Beirut route for Syrian applicants. Upload readable files no larger than 1MB each.
Prepare a passport, one biometric photograph, admission or preparation evidence, payment of language-course or private-university charges where applicable, qualifications and transcripts with German translations, language proof, signed motivation, CV and funding. A commitment must match the purpose, establish the sponsor's means and be no older than six months.
Send insurance only when requested under this checklist. Students normally provide initial 90-day cover; applicants aged 30 or over require a year's private cover under the published case, and place-seekers require cover throughout the visa period. Study funding is €11,904; confirm place-seeking totals and monthly limits with Beirut using the funding-section procedure. The fee equivalent to €75 is paid in US-dollar cash. Processing may take up to eight weeks after the appointment and sometimes longer.
Beirut does not legalise school or university certificates; its Syrian legalisation service concerns eligible civil-status documents. For minors, provide a legalised, translated birth record and notarised consent from both guardians, or the authorised representative where guardianship was delegated, under the checklist.
Amman: September 2026 checklist
Apply through the portal, undergo preliminary review, then attend VFS Global. The appointment must fall within 90 days of the appointment link being sent. Files must not exceed 1MB; translations may be German or English. Syrian certificates require Syrian Foreign Ministry preliminary authentication; German legalisation is not currently required by this checklist.
German B2 is required without preparation, B1 with preparation; English B2 for English-taught study. Study funding is €11,904; initial insurance is three months; include applicable language-course or private-university payment proof. The course starts at least four weeks after the appointment. The latest checklist gives 4–6 weeks for processing and a €75 fee in Jordanian-dinar cash.
Bring a signed passport with two blank pages, a biometric photograph and §54 declaration. A passport valid for 15 months when travelling generally permits a one-year visa under the checklist. An entrance-examination invitation alone, without language-course registration, is treated as seeking a study place under §17(2); confirm its different funding requirements before transfer.
Erbil
Digital study applications are available. Prepare the German-language application and declaration, signed passport issued within ten years with two blank pages, a 35×45 mm photograph, data/signature-page copies, identity card with German translation, admission, qualifications, grades and preliminary authentication, language, motivation, CV and funding.
The checklist specifies German B1 with a certificate no older than one year, six months of incoming insurance, and accommodation evidence such as a lease or dormitory application. Fees are paid in US-dollar cash equivalent to €75 for adults or €37.50 for minors. Bring originals and a copy as specified. Residents in Iraqi Kurdistan provide local-residence evidence or a valid residence permit; the page also permits Syrian residents of Syria to apply.

🗓️ How do you plan around the study start date?
This is a suggested preparation sequence, not official deadlines:
1
Start with qualification assessment, programme choice and language examinations.
2
Before admission applications, obtain certificates, grades, authentication and translations; check university dates.
3
Once admission or preparation is identified, choose the correct visa category and arrange funding and insurance under the mission's rules.
4
Before the appointment, download the current checklist and verify every item and expiry date.
5
During processing, follow requests for documents and coordinate the last arrival date with the university.
Appointment waiting, digital preliminary review and post-attendance processing are separate periods. Published processing times do not guarantee a travel date. Amman's checklist expressly says flight and hotel bookings are not required and to book the flight after the visa is issued.

✅ What do you check at the appointment and after issue?
Correct category and responsible mission?
Valid admission and achievable study/preparation start?
Complete certificates, grades, translations and required authentication?
Language evidence meeting both programme and visa requirements?
Funding covering the required total, purpose and duration?
Insurance covering the required period without a shorter-stay cap?
Originals, photographs, copies, signatures, forms and payment ready?
Guardian documents and consent complete for a minor?
After receiving the passport, check your name, passport number and visa dates. In Germany, complete enrolment, housing and insurance; register your address and apply for the study residence permit before the visa expires. Rabat specifies address registration within two weeks of moving in.
Completing arrival arrangements
Housing
consult student accommodation, Studierendenwerk and your International Office early; keep the application or lease when required.
Address
register through Anmeldung at the residents office or Bürgeramt within two weeks of moving in; keep confirmation and register later address changes.
Enrolment
follow the admission letter and deadline
provide the required insurance proof. Admission and final enrolment are different stages
Insurance
temporary entry insurance does not automatically replace study/enrolment cover; check the appropriate policy or exemption for your age and circumstances with the insurer and university.
Banking
arrange a current account for local payments and follow your blocked-account provider's activation instructions.
Residence
obtain an appointment before visa expiry and the local authority's own document list; keep your passport, admission, enrolment, funding, insurance and address evidence for preparation.
Read the decision's reasons and legal-review instructions and deadlines. Since 1 July 2025, the administrative Remonstration procedure has been abolished worldwide. Do not rely on old advice to send an ordinary administrative objection to the embassy. A new application remains possible, and judicial review remains available under the legal procedure. Correct the refusal's underlying issue before reapplying.

Part 15 of 16
❓ Can your family accompany you?
Spouses and children require a separate family-reunification route, rather than simply being added to the student file. The Foreign Office says this is usually considered where the student holds a residence permit, the marriage predated its grant, and the expected stay exceeds one year, with sufficient support for the family without public assistance. Check the responsible mission's family file before planning their travel.
❓ Is one checklist sufficient, and does completion guarantee approval?
No. Use the checklist for your residence country and application category. Scholarships, preparation, seeking a place and minors have different details. Additional case-specific documents may be requested. A complete file does not guarantee approval. Recheck the official list before submission and attendance, especially funding, insurance and document validity.
