In short

Sources reviewed on 13 October 2026. Condensed English edition: the Arabic version contains the detailed lists, special cases and country references.

This guide covers applications from Egypt, Morocco, Tunisia, Saudi Arabia, Iraq, Jordan, the United Arab Emirates and Kuwait. Admission, the Certificate of Eligibility (COE), the visa and landing permission are separate decisions. Requirements depend on the programme, funding and country of residence.

Part 1 of 11

🎓 Prepare admission and funding

  1. Choose an eligible university or language institution and check academic eligibility, teaching language, tests, costs and application dates.

  2. Apply for admission. A foreign bachelor's degree earned after at least three years of university study is one possible master's eligibility route; the institution must assess your case.

  3. For graduate study, check whether a research proposal and supervisor approval are required. Non-degree research student admission does not guarantee entry into a degree programme.

  4. Document your own funds, sponsor's resources or scholarship. There is no single bank balance requirement that applies to every case.

  5. After admission, follow the receiving institution's COE instructions. It usually applies in Japan on your behalf.

English-taught degree programmes exist. IELTS is not a universal student visa requirement. For Japanese-taught study, follow the institution's JLPT and EJU requirements. Professional colleges and KOSEN have separate admission routes. Short courses, exchange programmes and entrance examination travel require the appropriate entry category.

MEXT has embassy and university recommendation routes. Embassy applications and the associated visa generally take place in the country of nationality; exceptional circumstances must be discussed with the responsible office. Follow the scholarship's specific visa and COE instructions.

Published indicative first-year admission and tuition averages include approximately JPY 820,000 at national universities; JPY 1,300,000 for private undergraduate study outside medicine, dentistry and pharmacy; JPY 1,100,000 for private graduate study outside those fields; JPY 1,300,000 at professional colleges; and JPY 610,000–1,900,000 at language institutions depending on the course. These are neither quotations nor required visa bank balances.

JASSO publishes an average monthly living cost of JPY 105,000 excluding study and research, based on its 2023 survey. Housing is included in that figure. Obtain current city-specific prices and budget for initial housing costs. Check tuition refund terms before paying.
