If you are planning a fresh start in Italy, whether to study, work or settle there, understanding the requirements and procedures is your first step. This guide from ElWijha covers the essentials of visas, scholarships, work and residence options, along with housing and healthcare, to help you assess your needs and prepare before making a decision.

🛂 Do I need a visa to enter Italy?

Requirements vary according to your nationality, country of residence, purpose of travel and length of stay. Short visits are generally limited to 90 days in any 180-day period across the Schengen Area as a whole, while respecting the duration authorised by your visa.

Stays exceeding 90 days generally require an appropriate national visa for non-EU nationals, unless an exemption or a special residence arrangement applies. Different rules apply to EU citizens and their family members.

You can check the requirements for your circumstances through Visa for Italy and the Italian consulate responsible for your country of residence. A tourist visa does not permit work.

🎓 How do I choose a university and find a scholarship?

Search for universities and programmes through Universitaly, Italy’s official higher education portal, then visit the university’s website to check admission requirements, fees, deadlines and the language of instruction. The institution specifies the language evidence and documents needed to assess your foreign qualification.

For applicants who need a visa for university studies, the related pre-enrolment process is completed through Universitaly. University admission and validation of pre-enrolment do not guarantee a visa; the final decision rests with the consular authority.

Scholarships, fee reductions or exemptions may be available under each provider’s conditions. You can look for regional support, university scholarships and student accommodation, or explore Italian government scholarships through Study in Italy, an official portal of the Italian Ministry of Foreign Affairs.

Check whether your nationality and programme are eligible: scholarships have their own requirements and deadlines, separate from university admission.

💼 Can I work while studying and stay after graduation?

A study residence permit allows paid employment, with a general limit of 20 hours per week and 1,040 hours per year. When work is concentrated within a period shorter than a year, the weekly limit may be exceeded under the official rules, provided the annual cap is respected and studying remains the main activity.

A study residence permit can be converted into a permit for employed or self-employed work when the requirements are met, outside the quotas of the migration flows decree.

After obtaining certain qualifications in Italy, you may qualify for a residence permit to look for work or start a business related to your studies, lasting 9 to 12 months. Staying after graduation is not automatic; you must submit the appropriate application and meet its requirements.

🔎 How can I move to Italy for work? Does my qualification need recognition?

A work contract alone is generally insufficient to enter Italy for employment. Under many routes for non-EU nationals, the employer applies for an authorisation called Nulla osta — a no-objection authorisation, followed by the visa and residence permit procedures.

Some categories are subject to the quotas and application schedule of the Decreto Flussi — migration flows decree, a government decision setting entry quotas for non-EU workers, the categories covered and application dates. Special routes also exist, such as the EU Blue Card for highly qualified workers.

Check which category applies to you before starting the process. If your profession is regulated, you may need recognition of your qualification or registration with the relevant professional body. Acceptance of your qualification for study does not automatically authorise you to practise a profession.

💻 Is there a route for self-employment or remote work?

Self-employment and starting a business involve requirements concerning residence, licences and financial resources. After identifying the appropriate residence route, you can check the procedures, licences and authority responsible for your activity through the Italian government portal Impresa in un giorno.

The visa for remote workers and digital nomads is intended for highly qualified activities, with requirements concerning income, experience, accommodation and health coverage.

Working online alone is insufficient to qualify for this visa; check the requirements of the consulate responsible for your country of residence.

🏡 Can I live in Italy using my own income?

The elective residence route — Residenza elettiva may suit you if you have stable, sufficient resources that do not depend on working, such as a pension or qualifying income from property or investments, along with suitable accommodation.

This route does not permit work. Check the accepted sources of income and required documents with the consulate responsible for your country of residence; another consulate’s requirements may not apply to your circumstances.

👨‍👩‍👧 Can I bring my family and enrol my children in school?

Family reunification may be available for certain family members, depending on your residence permit and subject to requirements concerning family relationships, income and housing. Two years of continuous legal residence are generally required for some applications.

This two-year condition does not apply to reunification with a minor child or to beneficiaries of international protection. The government portal also explains that it is not considered applicable to EU Blue Card holders and intra-corporate transferees under their specific rules. Different provisions apply to the families of Italian or EU citizens.

Foreign children have the right to education, including minors without regular residence status.

🏙️ How should I prepare for living costs, healthcare and arrival procedures?

Costs vary by city and accommodation. Budget for rent, a security deposit, bills, food, transport, healthcare and tuition fees where applicable. Check the rental contract and included expenses before paying.

Health coverage depends on your residence status: some categories must register with Italy’s national health service, the SSN, while other eligible categories may use insurance or voluntary registration with an annual contribution. Contact the local health authority, ASL, to find out which rules apply to you.

Obtaining a Codice fiscale tax identification number does not automatically register you with the healthcare system.

After arrival, complete the residence permit procedures within the deadline applicable to your entry category and check the requirements for registering your address. A visa and a residence permit are different documents.

🪪 When can I apply for long-term residence or citizenship?

You may apply for EU long-term resident status after at least five years of continuous legal residence, provided you meet the requirements concerning residence category, income, language and other conditions.

It cannot be granted while you hold a permit for studies or vocational training: you must move to an eligible residence category, taking account of the rules for calculating previous residence periods and absences.

For citizenship by residence, the general period for most non-EU nationals is ten years of legal residence, with additional requirements and different periods in certain cases.

Completing this period does not mean citizenship is granted automatically; you must meet the requirements, submit an application and have it approved.
